El Sobrante is a valley east of San Pablo in Contra Costa County. El Sobrante is not a city in and of itself -- it is comprised of two parts: part of El Sobrante is in unincoporated Contra Costa County, and the other part is actually a district of the City of Richmond. There is a lot of new housing construction in EL Sobrante -- and almost all of it is within the Richmond part of town. (Richmond has been annexing land in the valley for decades). If you live in the unincorporated part of El Sobrante, the Contra Costa County Sheriff provides protection, whereas if you live in the Richmond part of El Sobrante, the Richmond Police Department provides services for you. Richmond has a parks district, whereas the county does not (but the parks are public and open to all, of course). The 2000 California state census counted about 13,000 residents in the unincorporated, "county" portion of El Sobrante. The West Contra Costa County Unified School District serves the entire area of El Sobrante, no matter in which part of town you reside. Many of the homes in El Sobrante have views, as a result of the rolling hills. The commute to the bay bridge is only 15 miles away, BUT those are 15 of the ugliest commute miles in the bay area in terms of traffic -- right down I-80. If you work in Contra Costa County, you can take San Pablo Dam Road, which has been nicknamed "that DAM road" by the locals. San Pablo Reservoir, and Tilden Park, are nearby. Hilltop Mall is just a few miles away. El Sobrante roughly translates from Spanish as "the leftovers". Whatever that is supposed to mean, we aren't exactly sure.
